Why can't an employee select a spouse benefit plan during enrollment?

A benefit with the coverage type “Employee + Spouse” requires the employee to have a dependent listed as a spouse before they can enroll. If an employee is unable to add the "Employee + Spouse" coverage, advise them to add their spouse as a linked dependent.
