The Tax Center is a hub in Toast Payroll which contains tasks to be completed to help enable a successful quarterly tax filing. By frequently checking the Tax Center and completing these tasks, you can plan ahead for upcoming payroll tax filings and ensure Toast Payroll has the items necessary for your payroll tax filings. If you have not already done so, register for an account with the District of Columbia on the Department of Employment Service (DOES) Employer Registration Portal. Note: Toast must be the only active TPA agent on your Employer Self-Service Portal (ESPP) account. Please complete the first four steps before attempting to link with Toast.

For Toast Payroll to file and pay this tax on your behalf, you must have a paid family and medical leave (PFML) account registered with the same federal employer identification number (FEIN) that is on your Toast Payroll account. If you are not registered with either of those numbers, Toast will not be able to file on your behalf.

If your account does not have an account administrator, Toast will not be able to request third party administrator access. The city of Philadelphia requires TPA access in order for Toast Payroll to file on your behalf. Toast Payroll will request access to your City of Philadelphia withholding tax account. This request must be approved either online or by mail to complete the linking process:
