Toast Payroll: Employee Can't Make Changes to Their Account Error

Why would an employee receive the error message "This employee may not be able to make changes to their account employment documents"?

The employee has a Toast Payroll and a Toast Web account, but it has yet to be accessed. To get past this error, the employee should log into Toast Web and select Payroll from the left-hand navigation menu.
