Why is the ability to change wages tied to viewing labor data?

The labor cost report is available on the homepage of the Toast Now app. In order to view data, you need the following permissions (at each location you'd like to view):
4.1 Sales Reports
4.3 Labor Reports
4.10 Employee Jobs & Wages
Currently, there is no way to separate the ability to view and edit wages, which is tied to labor. There isn't a separate permission for viewing labor without the ability to edit wages.
