Toast Payroll: Get Help With Tax Filing Rejections

Sometimes Toast Payroll is unable to successfully file a tax return on a company's behalf. Discover the reasons why and the next steps you should take.

Before Troubleshooting Tax Filing Rejections

As part of the services we provide, Toast Payroll files quarterly tax returns to the appropriate tax agencies on your behalf. In certain cases, a filing may have an issue and it is ultimately rejected by the state or agency. It is important that you work to resolve the issues that cause rejections so that Toast Payroll can file on your behalf in future quarters.


Note: Resolving the issue will not allow us to change the rejected filing for the past quarter. You might work with the state or agency on how to handle filings that were not able to be completed. Toast Payroll will return any collected funds to your account.

Types of Rejections

Missing Data

This means that Toast Payroll is missing information needed to file. This could include tax account numbers in the Applied For state or employee social security numbers (SSNs). Even if your employee has an SSN on their profile, some states have controls in place to reject filings containing invalid SSNs. These controls look for SSNs starting with the number 9, SSNs that contain all zeros, SSNs that are obviously false (contain a sequence of numbers), or SSNs that are missing digits.


Next steps: Check the Missing Data page in Toast Payroll under Settings > Payroll > Missing Data to review missing information or SSNs. Not Linked as a TPA

Toast Payroll is not connected as a third-party administrator (TPA). Some states require that Toast be authorized as a TPA to file taxes on your behalf.

Account Mismatch

This covers a variety of situations where the account information Toast Payroll has for you does not match any records with the state, the account is inactive, or the account is held by a prior payroll provider.


Next steps: Contact the Toast Payroll Customer Care team via the blue support button in the lower-right corner of any Toast Payroll page to learn of the exact reason and locate steps to resolve the mismatch.

Tips for Preventing Payroll Tax Filing Rejections

  • Coordinate transitions from previous payroll providers: During onboarding, help Onboarding Consultants verify all previous payroll information and ensure there are no filing gaps, especially for customers who transition to Toast Payroll mid-quarter. See Toast Payroll: Previous Payroll Provider Information to learn more.
  • Ensure tax account information: Enter your state tax account number as soon as you receive it. Leaving the status as Applied For after receiving a tax account number will typically result in a rejection.
  • Confirm employee data: Keep all employee records, including SSNs, up to date.
  • Review quarterly tax filing reminders: Use the Tax Center and it's notifications to understand what Toast Payroll still needs from you in order to help facilitate successful tax filings.
