Toast Payroll: Tax Management in Massachusetts

To be successful with Toast Payroll and Team Management, register for all applicable tax accounts and supply the tax information to Toast Payroll.

Many tax jurisdictions no longer accept electronic filings and/or deposits with account information in an Applied For status. If not remedied, customers may be assessed penalties, interest fees, and/or additional repercussions by governing agencies.

Tax Management Overview

Many of the items on this page are maintained by your company in the Toast Payroll Tax Center. We highly recommend visiting this page at least once a quarter so you can complete outstanding tasks and help enable a successful quarterly tax filing. Failure to provide this information risks Toast Payroll's ability to remit/file on your behalf, which may result in financial penalties for your company. After applying for and receiving your state tax account number(s), payment frequency, unemployment rate, or once you complete your third-party administrator (TPA) linking, log into Toast Payroll and select Taxes from the left-hand navigation. Complete any available tasks here, including Form 8655, missing Social Security numbers, and more.

Taxes and Forms Toast Payroll Supports/Remits in Massachusetts

Payroll tax liability largely depends on where an employee is working and where the employee lives. More information on assigning a work tax location within the Toast Payroll system can be found in Toast Payroll: View and Update Work Tax Locations.


State Income Tax (SIT)

  • M-941 Employer's Return of Income Taxes Withheld (Monthly or Quarterly)
  • M-3 Reconciliation of Massachusetts Income Taxes Withheld (due February 28)
  • Wage and Tax Statement (State W-2)

 

State Unemployment (SUTA)

  • WR-1 Quarterly Employment and Wage Detail Report (Quarterly)


Other

 

Employee name, social security number (SSN), gross wages, and taxable wages for all employees are listed on the applicable filings done by Toast Payroll.

Where to Find Copies of Tax Filings Processed in Toast Payroll

Quarterly tax packages are found within the Toast Payroll system under Reports > Tax Filing. These reports are typically available the third full week of the month following quarter-end. Toast Payroll will only generate tax packages for quarters in which a customer was actively processing payroll within the Toast Payroll system.


Note: Toast Payroll may not be able to complete and/or submit tax filings where the Toast Payroll system reflects missing, erroneous, or incomplete information in a customer's account. It is the customer's responsibility to ensure that they have provided Toast Payroll with all requisite tax information in a timely manner. Copies of tax return submissions do not guarantee that a return was submitted to or accepted by an applicable agency.

Register for Your ID - Withholding and Unemployment Taxes

Registration with the state sets up your tax account, identified by an Employer Identification Number (EIN). This number enables Toast Payroll to file electronically on your behalf. Failure to provide this information risks Toast Payroll's ability to remit/file on your behalf, which may result in financial penalties for your company.

Massachusetts income tax withholding registration and unemployment tax registration are done on separate websites. Follow both sets of instructions below to get set up with the respective tax agencies. Both account IDs are needed for payroll purposes.

Information You'll Need to Register

  • Federal Employer Identification Number (FEIN)
  • Legal business name and trade name (DBA), if applicable
  • Business structure (e.g., LLC, Corporation)
  • Physical and mailing addresses
  • Date wages were first paid in Massachusetts
  • Full first and last names, Social Security numbers, and residence addresses for all owners, partners, or officers
  • Estimated monthly withholding amount

How to Register - Income Tax Withholding

  1. Register online with the Massachusetts Department of Revenue (DOR) via MassTaxConnect.
    1. Follow the step-by-step instructions to complete your application for your state withholding tax account.
  2. Customers typically receive a Massachusetts Withholding Account Number immediately upon completing registration online. This is frequently referred to as a Massachusetts SIT Employer Identification Number (EIN).
    1. The account number format is: WTH-########-### (3 letters followed by 8 digits followed by three digits).
  3. Provide the following information to Toast Payroll by entering it into the Tax Accounts page via Settings > Payroll > Tax Accounts:
    1. Withholding account number
    2. Payment frequency, also referred to as the withholding schedule
  4. If you have not gone live in the Toast Payroll system, this information should be entered in the onboarding platform or sent to an Onboarding Consultant.

How to Register - State Unemployment

Note: In this state customers may not receive a state unemployment employer identification number (EIN) until wages are paid. It is the customer's responsibility to not only apply for an EIN whenever applicable, but also to provide this information to Toast Payroll & Team Management. The Toast Payroll system will calculate the unemployment tax liability and Toast Payroll & Team Management will attempt to remit the funds before the EIN is received. Without an EIN however, customers may face potential penalties, fees, fines, and interest from tax authorities. Follow the instructions below to register.

 

  1. Register online with the Massachusetts Department of Unemployment Assistance (DUA) via the DUA Employer Registration portal.
    1. Follow the step-by-step instructions to complete your application for your state unemployment tax account.
  2. Customers typically receive a Massachusetts UI Employer Account Number immediately upon completing registration online. This is frequently referred to as a Massachusetts SUTA Employer Identification Number (EIN).
    1. The account number format is: ##-#####-# (8 digits).
  3. Provide the following information to Toast Payroll by entering it into the Tax Accounts page via Settings > Payroll > Tax Accounts:
    1. SUTA EIN (Massachusetts UI Employer Account Number)
    2. Unemployment tax rates, listed as your Assigned Contribution Rate
    3. If rates are not provided, the Toast Payroll system will apply state-designated new employer rates to a customer's account settings.
  4. If you have not gone live in the Toast Payroll system, this information should be entered in the onboarding platform or sent to an Onboarding Consultant.

Find Your ID and Rate - Already Registered

The Employer Identification Number (EIN) identifies a tax account to the state and enables Toast Payroll to file returns electronically on a company's behalf. Failure to provide this information risks Toast Payroll's ability to remit/file on your behalf, which may result in financial penalties for your company.

Income Tax Withholding

If you've already registered for a Massachusetts income withholding account, the EIN and payment frequency can typically be found by:

  • Accessing MassTaxConnect and viewing your Withholding Tax account
  • Reviewing notices sent by the Massachusetts Department of Revenue (DOR)
  • Calling the Massachusetts DOR at (617) 887-6367


A Massachusetts account number is typically formatted as WTH-########-###. Add your withholding employer identification number and any payment frequency (annual, quarterly, or monthly) to Toast Payroll by entering it into the Tax Accounts page via Settings > Payroll > Tax Accounts.

Unemployment Tax

If you've already registered for a Massachusetts unemployment (SUTA) account, unemployment account ID numbers and tax rates can typically be found by:


A Massachusetts unemployment account number is typically in a ##-#####-# format. Add your unemployment employer identification number SUTA EIN and any payment frequency or tax rate information to Toast Payroll by entering it into the Tax Accounts page via Settings > Payroll > Tax Accounts.

Unemployment Tax Rate

An unemployment withholding tax rate is determined by the state and can change each year based on a number of factors. Visit the Massachusetts DUA Employer Contributions website for more information on the calculation of a Massachusetts unemployment withholding tax rate.

 
Updated Massachusetts unemployment withholding tax rate information should be entered into Toast Payroll by navigating to Settings > Payroll > Tax Accounts.

Link Toast as Your Payroll Tax Third-Party Administrator

Linking Toast as your third-party administrator will ensure we are able to deposit and file unemployment taxes, complete the quarterly returns, and amendments (if applicable) in a timely manner. Follow all three sets of steps here to provide third-party administrator access for your unemployment, PFML, and withholding accounts.

 

Massachusetts Unemployment Account

Log into or create an Unemployment Services for Employers account with the Massachusetts Department of Unemployment Assistance (DUA). This website requires users to set up 2-factor authentication. Note: The DUA has created a video tutorial on YouTube for how to link a TPA account.

 

  1. Once logged in, you will be on the Summary page. From the top menu, select Additional Services.
  2. Under the Access management panel, select Manage third-party administrator access.
  3. Select Add third-party administrator in the upper-right corner.
  4. Select Next.
  5. In the Agent ID field, enter Strategy Execution Partners, LLC's (dba Toast Payroll) agent ID: 100727.
  6. Select Next.
  7. Select the checkbox next to Employer and set the Role to File wage reports & Pay.
    1. Note: This Role may also be listed as Revenue Functions. Select either one you see.
  8. Select No for the question "Do you want to grant this third-party administrator access to perform benefit charges protest or wage and separation mailing?"
  9. Select Next.
  10. Select Submit.

 

PFML Account Registration

For Toast Payroll to file and pay this tax on your behalf, you must have a paid family and medical leave (PFML) account registered with the same federal employer identification number (FEIN) that is on your Toast Payroll account. If you are not registered with either of those numbers, Toast will not be able to file on your behalf.

 

To register your MA PFML account with your FEIN, please use the step-by-step instructions below or follow along with this video tutorial.

 

  1. Log in to MassTaxConnect.
  2. Select the More... tab and then the Add an Account, New Location, or New License link under the Access section to begin registration for a PFML account.
  3. Select the checkbox next to Paid Medical and Family Leave and select Next.
  4. Enter the date your account should start in the Enter the date of your first payroll field. If you use a DBA name and/or have a separate address for mailing, enter that information under the Account Mailing Address section. Answer if you estimate that more than 50% of your Massachusetts workforce for the remainder of the calendar year will be made up of individuals for whom you report the payment for services on IRS form 1099-MISC. Depending on your reply to these questions, additional questions may be populated. If you do not already have a Withholding account registration in process or processed, you will be asked to verify that you do not need a Withholding account by checking the provided box.
  5. Select Next when finished.
  6. If there is any information you would like to attach to the account request, you can do so. It is not required to submit this request. Select Submit when you are ready to process this request.
     

Massachusetts Withholding and Paid Family Leave

Authorize Toast Payroll as TPA with MassTaxConnect:

 

  1. Register with the DOR's MassTaxConnect system for an employer account if you have not done so already.
  2. Contact Toast Payroll's Customer Care to let us know.
  3. Toast will request access to the account.
  4. MassTaxConnect will request confirmation of our request from your end. Approve the request from MassTaxConnect to complete setup.
  5. Select the More tab.
  6. Select View Access Request from Third-Parties link in the Third-Party Access panel.
  7. Select the Approve/Deny link for the request you would like.
