Toast Payroll: Tax Management in New York

To be successful with Toast Payroll, register for all applicable tax accounts and supply the tax information to Toast Payroll.
Many tax jurisdictions no longer accept electronic filings and/or deposits with account information in an Applied For status. If not remedied, customers may be assessed penalties, interest fees, and/or additional repercussions by governing agencies.

Tax Management Overview

Many of the items on this page are maintained by your company in the Toast Payroll Tax Center. We highly recommend visiting this page at least once a quarter so you can complete outstanding tasks and help enable a successful quarterly tax filing. Failure to provide this information risks Toast Payroll's ability to remit/file on your behalf, which may result in financial penalties for your company. After applying for and receiving your state tax account number(s), payment frequency, unemployment rate, or once you complete your third-party administrator (TPA) linking, log into Toast Payroll and select Taxes from the left-hand navigation. Complete any available tasks here, including Form 8655, missing Social Security numbers, and more.

Taxes and Forms Toast Payroll Supports/Remits in New York

Payroll tax liability largely depends on where an employee is working and where an employee lives. More information on assigning a work tax location within the Toast Payroll system can be found in Toast Payroll: View and Update Work Tax Locations.


State Income Tax (SIT) and State Unemployment (SUTA)

  • NYS-45 Quarterly Combined Withholding, Wage Reporting, and Unemployment Return

As applies to your work tax location/employee addresses:

  • New York MCTMT - MTA-305 Employer's Quarterly Metropolitan Commuter Transportation Mobility Tax Return
  • New York City Income Tax, Resident - included on Form NYS-45
  • Yonkers Income Tax, Resident and Non-Resident - included on Form NYS-45

Taxes We Don't File

See Taxes We Don't Process for a listing of some taxes our system doesn't currently support.

 

New York Employee Disability / SDINew York Employee Disability and New York Paid Family Leave is calculated and withheld from applicable employee paychecks. However, the amounts withheld for employee paychecks for NY SDI and NY FLI are not included in the amount debited from customers by Toast. These appear in the Non-Debit Items section of the Payroll summary report. Toast does not pay nor file for these with the state. Customers can allocate the withheld funds to the appropriate insurance policies as permitted by the state.

Where to Find Copies of Tax Filings Processed in Toast Payroll

Quarterly tax packages are found within the Toast Payroll system under Reports > Tax Filing. These reports are typically available the third full week of the month following each quarter-end. Toast Payroll will only generate tax packages for quarters in which a customer was actively processing payroll within the Toast Payroll system.


Note: Toast Payroll may not be able to complete and/or submit tax filings where the Toast Payroll system reflects missing, erroneous, or incomplete information in a customer's account. Copies of tax return submissions do not guarantee that a return was submitted to or accepted by an applicable agency. Additional fees may apply.

Register for Your ID - Withholding and Unemployment Taxes

Registration with the state sets up your tax account, identified by an Employer Identification Number (EIN). This number enables Toast Payroll to file electronically on your behalf. Failure to provide this information risks Toast Payroll's ability to remit/file on your behalf which may result in financial penalties for your company.
 

Information You'll Need to Register

  • Federal Employer Identification Number (FEIN)

 

How to Register

Note: In New York, registration for income withholding (SIT) and unemployment (SUTA) taxes are completed through the same website. Registering with the New York Department of Labor also registers a business with the New York Department of Taxation and Finance.
 
  1. Register online by visiting the New York Department of Labor website.
    1. Follow the website instructions to provide the state with any requested information.
    2. When you come across a section called Agent C/O Address, the website may ask whether any unemployment-related mail should be sent to a payroll provider - select No. Customers should not have agency unemployment documents or notifications sent to Toast Payroll.
  2. Customers typically receive a New York State Identification Number (withholding) and a UI Employer Registration Number (unemployment) in 7-15 business days after successful online registration.
    1. The withholding account number matches a company FEIN in this format: ##-#######-00
    2. The unemployment account number, often labeled ER-#, is a 7 or 8-digit number in this format: ##-##### or ##-##### #
  3. Provide the following information to Toast Payroll. It is best to take a screenshot or save this info as a document and include these in your email:
    1. Withholding Employer Identification Number (SIT EIN)
    2. Withholding payment frequency
    3. UI Employer Registration Number (SUTA EIN)
    4. SUTA rates
      1. If rates are not provided, the Toast Payroll system will apply state-designated new employer rates to a customer's account settings.
  4. If a customer has not gone live in the Toast payroll system, this information should be entered in the onboarding platform or sent to an Onboarding Consultant. Customers who are already live should navigate to Settings > Payroll > Tax Accounts and add the appropriate information.

Find Your ID and Rate - Already Registered

The Employer Identification Number (EIN) identifies a tax account to the state and enables Toast Payroll to file returns electronically on a company's behalf. Failure to provide this information may result in Toast Payroll's inability to remit withheld funds or submit returns on a company's behalf. Additional fees may apply.

 

Income Tax Withholding

If a company is already registered for an income tax withholding account in New York, the New York State Identification Number matches the FEIN. Add your employer identification number and any payment frequency to Toast Payroll by navigating to Settings > Payroll > Tax Accounts.

PrompTax Withholding Tax - EFT Identification

New York requires a 6-digit code to remit withholding tax funds electronically. Employers that are required to remit funds electronically will generally receive a notice from the New York Department of Taxation and Finance with instructions on registration for electronic filing through the state's Business Online Services site.


Provide the 6-digit code to Toast Payroll once received. In the lower-right corner of any Toast Payroll page, select the blue chat button.

Unemployment Tax

If the company is already registered for a New York Unemployment Tax, the unemployment account ID number and tax rate can typically be found by:

 


A New York unemployment account number, often labeled ER-#, is a 7 or 8-digit number in this format: ##-##### or ##-##### #. Add your employer identification number and any rate information into Toast Payroll by navigating to Settings > Payroll > Tax Accounts.

 

Unemployment Tax Rate

An unemployment withholding tax rate is determined by the state and can change each year based on a number of factors. Visit the state's Department of Labor website for more information on the calculation of a New York unemployment withholding tax rate.


New York provides a Notice of Unemployment insurance Rate (Form IA 97) each year. Provide this or any updated information regarding a company's New York unemployment tax rate to Toast Payroll by navigating to Settings > Payroll > Tax Accounts.

Link Toast as Your Third-Party Administrator

Toast Payroll will reach out if additional information is necessary to link the company account as a Third-Party Administrator. Please make sure to have terminated any filing or TPA linking relationship with any prior providers.
