Toast Payroll: Tax Management in Utah

To be successful with Toast Payroll, register for all applicable tax accounts and supply the tax information to Toast Payroll.

Many tax jurisdictions no longer accept electronic filings and/or deposits with account information in an Applied For status. If not remedied, customers may be assessed penalties, interest fees, and/or additional repercussions by governing agencies.

Tax Management Overview

Many of the items on this page are maintained by your company in the Toast Payroll Tax Center. We highly recommend visiting this page at least once a quarter so you can complete outstanding tasks and help enable a successful quarterly tax filing. Failure to provide this information risks Toast Payroll's ability to remit/file on your behalf, which may result in financial penalties for your company. After applying for and receiving your state tax account number(s), payment frequency, unemployment rate, or once you complete your third-party administrator (TPA) linking, log into Toast Payroll and select Taxes from the left-hand navigation. Complete any available tasks here, including Form 8655, missing Social Security numbers, and more.

Taxes and Forms Toast Payroll Supports/Remits in Utah

Payroll tax liability largely depends on where an employee is working and where the employee lives. More information on assigning a work tax location within the Toast Payroll system can be found in Toast Payroll: View and Update Work Tax Locations.


State Income Tax (SIT)

  • Form TC-941 Utah Withholding Return
  • Form TC-941E Annual Withholding Reconciliation
  • Wage and Tax Statement (State W2)


State Unemployment (SUTA)

  • Form 33H Employer's Contribution Report
  • Form 33HA Employer's Quarterly Wage List


Other

 

Employee name, social security number (SSN), gross wages, and taxable wages for all employees are listed on the applicable filings done by Toast Payroll.

Where to Find Copies of Tax Filings Processed in Toast Payroll

Quarterly tax packages are found within the Toast Payroll system under Reports > Tax Filing. These reports are typically available the third full week of the month following quarter-end. Toast Payroll will only generate tax packages for quarters in which a customer was actively processing payroll within the Toast Payroll system.


Note: Toast Payroll may not be able to complete and/or submit tax filings where the Toast Payroll system reflects missing, erroneous, or incomplete information in a customer's account. It is the customer's responsibility to ensure that they have provided Toast Payroll with all requisite tax information in a timely manner. Copies of tax return submissions do not guarantee that a return was submitted to or accepted by an applicable agency.

Register for Your ID - Withholding and Unemployment Taxes

Registration with the state sets up your tax account, identified by an Employer Identification Number (EIN). This number enables Toast Payroll to file electronically on your behalf. Failure to provide this information risks Toast Payroll's ability to remit/file on your behalf, which may result in financial penalties for your company.

Information You'll Need to Register

  • UtahID - create an account with Utah.gov to obtain a UtahID
  • Registration with the Utah Department of Commerce
  • Federal Employer Identification Number (FEIN)
  • Any previous Utah tax account numbers
  • Date of incorporation in Utah
  • Department of Commerce Entity Number
  • Business address and phone number
  • Officer/owner information, including SSNs

Utah income tax withholding registration and unemployment tax registration are done on separate websites. Follow both sets of instructions below to get set up with the respective tax agencies. Both account IDs are needed for payroll purposes.

How to Register - Income Tax Withholding

  1. Register for an income withholding tax account on Utah Taxpayer Access Point.
    1. In the Apply Online section, selection Apply for a tax account - TC-69
    2. Complete this process to register.
  2. Customers typically receive a Utah Tax Account ID by email after registering, frequently referred to as a Utah SIT Employer Identification Number (EIN).  
    1. Withholding account numbers are in a ###########XXX format (11 numbers, followed by 3 letters). 
    2. A letter will follow by mail with a PIN with 15 days. Use the Account ID and PIN to complete your Taxpayer Access Point account set up.
  3. Provide the following information to Toast Payroll. It is best to take a screenshot or save as a document and include these in your email:
    1. Utah Tax Account ID
    2. Withholding payment frequency: annual, quarterly, or monthly
  4. If a customer has not gone live in the Toast Payroll system, this information should be entered in the onboarding platform or sent to an Onboarding Consultant. Customers who are already live should navigate to Settings > Payroll > Tax Accounts and add the appropriate information.

How to Register - State Unemployment

Note: In this state, customers may not receive a state unemployment employer identification number (EIN) until wages are paid. It is the customer's responsibility to not only apply for an EIN whenever applicable, but also to provide this information to Toast Payroll. The Toast Payroll system will calculate the unemployment tax liability and Toast Payroll will attempt to remit the funds before the EIN is received. Without an EIN, however, customers may face potential penalties, fees, fines, and interest from tax authorities. Follow the instructions below to register.

 

  1. Register for an unemployment tax account on Utah's Department of Workforce Services.
    1. In the Business Registration section, selection Create a New UI Account for a Business
    2. Enter your Utah ID and complete this process to register
  2. Customers typically receive their Employer Registration Number and unemployment tax rate once registration is complete. This number is frequently referred to as a Utah SUTA Employer Identification Number (EIN).
    1. The unemployment account number format is R-#-######-#.
  3. Provide the following information to Toast Payroll. It is best to take a screenshot or save as a document and include these in your email:
    1. SUTA EIN (Employer Registration Number)
    2. Unemployment tax rates, listed as Assigned Contribution Rate on the Contribution Rate Notice
    3. If rates are not provided, the Toast Payroll system will apply state-designated new employer rates to a customer's account settings.
  4. If a customer has not gone live in the Toast Payroll system, this information should be entered in the onboarding platform or sent to an Onboarding Consultant. Customers who are already live should navigate to Settings > Payroll > Tax Accounts and add the appropriate information.

If you've already registered for a Utah income withholding account, the EIN and payment frequency can typically be found by:


A Utah account number is typically in a ###########WTH format. Add your withholding employer identification number (SIT EIN) and any payment frequency (annual, quarterly, or monthly) to Toast Payroll by navigating to Settings > Payroll > Tax Accounts.

Unemployment Tax

If you've already registered for a Utah unemployment account, unemployment account ID numbers and tax rates can typically be found by:


A Utah unemployment account number is typically in a R-#-######-# format. Add your unemployment employer identification number SUTA EIN and any payment frequency or tax rate information to Toast Payroll by navigating to Settings > Payroll > Tax Accounts.

Unemployment Tax Rate

An unemployment withholding tax rate is determined by the state and can change each year based on a number of factors. Visit the Utah Department of Workforce Services website for more information on the calculation of a Utah unemployment withholding tax rate.


Utah typically sends a Contribution Rate Notice annually with the unemployment tax rate listed under section J: Assigned Contribution Rate. Updated Utah unemployment withholding tax rate information should be entered into Toast Payroll by navigating to Settings > Payroll > Tax Accounts.

Link Toast as Your Payroll Tax Third-Party Administrator

Toast Payroll will reach out if additional information is necessary to link the company account as a Third-Party Administrator in Utah. Terminate any existing filing or TPA linking with any prior providers.
